Static Informational Channel

It would be nice if there was a different type of channel that an owner or authorized administrator could create that would not have any text chat, but would be used exclusively as an informational channel such as Terms and Conditions, or other utilitarian needs. The most important thing is that it would not have a maximum character limit, and would default to the top of the page when clicked on.

This would make ToS / rule pages to me much easier to manage, especially when there is a lot of content, and would make it much easier to rearrange the order of the content without having to copy and paste a bunch of text blocks into new posts repeatedly.

This channel would also eliminate the username and profile picture that would appear randomly in between text blocks--which could distract certain people--as it isn't a chat.
