Allow users to create/delete a set amount of channels

Allow users to create a specified amount of channels. Also add an option so that they can only delete channels that they've created. Also also, split 'Channel creation' and 'deletion' into two permissions please

  I agree with the deletion of certain channels. It's an annoyance to go through and delete channels separately in a large server.
