Linking a phone number to multiple accounts should not unlink

Users, including me, have been permanently locked out of their accounts due to using the same phone number on a different account. There is no warning about this when you link a phone number. This is especially harmful when people lose their main account with important things on it to an issue that really shouldn't exist. Many users have multiple accounts, why should I have to own multiple phone numbers to protect my accounts?

  I used a vpn and I only have 1 phone number so I can't access this account because the phone number is on my main

  I don't understand why we're not allowed to have multiple accounts suddenly; I didn't see anything in the Terms of Service about multiple accounts.
