Blocking and Unblocking Users Rate Limitation

If one decides to play around blocking and unblocking the same user, there should be a rate limitation for that as it can affect that user.

    Say, like 12 hours minimum, unblock to re-block?

    Maybe less, maybe a limit of 6 times per hour or 1 block and unblock every 10 minutes.
