Remove/shorten cooldown for changing avatar

This has become a huge issue when I am trying to change my avatar and I can't get the cropping right. This forces me to wait for 10 minutes while the cooldown goes through.

I get the reasoning it is there, to keep people from being able to run scripts to have animated avatars, which is why I added the 'shorten' suggestion as well. Reducing it to 30 seconds will keep people from abusing it, while allowing people to have control over their account. 

Or better yet, if someone has Nitro, remove the cooldown all together. People with Nitro can already have animated avatars so having a cooldown does not make any sense.

    This cooldown is totally ridiculous. The avatar system doesn't offer enough tools to get it right without a couple tries, particularly since it doesn't offer any rotation system.

    Yea this is infuriating. At the very least they need to give us the option to edit and preview it before it locks in.
