Numbered permission system similar to Teamspeak

A system to allow numbered permission systems, similar to what Teamspeak has.

You can set "powers" (represented in a number) in many different categories.

For example write power. If you have a write power of 50, you can write in any channel that requires write power of 50 or lower.

Individual channels still allow you to set certain roles to have a specific power in a specific channel.

This would allow you to easily set global permissions, and easily setup individual channels to only allow individual "power levels", and easily able to add or remove certain roles.

It's a little bit less intuitive (And you can keep current interface as a "simple" variant"), but it allows FAR MORE customization and much easier setup of permissions.
