spam ping bug

there is bug that exist only for owners and that is whenever i / any owner
ping someone in the server it only shows some numbers and people don't get notifications
and it became very annoying because it only happens to owners
and there is one more thing that i heard that it happens because of emojis in role names or administrative permission to other roles does that 
but neither of them worked for me
so i request discord owners to please look at this situation
