Feature Request: Important Announcement (Current Announcement)

Hi, I really like to see new feature like Super Announcement / Important Announcement.

When users select server from their server list if there any latest important announcement (like: our server is down; website under maintained; online game disabled) users should saw immediately (like: pop-up modal)

That way when there any emergency update users easily see this announcement and don't ask same question again and again. Because most of users lazy to check announcement channel :)

But there should restriction too, because there is always bad usage too.
Like each server only post one announcement same time, bots can't post, only 3 times per day.

    I like this idea, but also add an option (from a users' side) in notifications for a server to enable/disable notifications for super announcements.
