Disabled account has not been deleted

Hello, an account I know of has recently been disabled for (what I believe to be illegitimate reasons but that's not what I'm here about). This account was disabled around a month ago and has not yet been deleted, I am confused as to why this is?

    My friend recently got deleted, and he got turned into Deleted User#0000. I think it is a deletion.

    I'm also having the same issue and I haven't seen any answers as to why.
