Different permissions for channel cooldowns

You’re only able to use channel cooldowns if you have the “manage channels” premissions however it would be nice if there was something you could do so that the premissions were different. Because although you would usually have controls over the whole channel, just having it so people could only mess with channel cooldowns would be nice, instead of them having control over all the channels and categories.
