Allow server admins and bots bypass the DM restrictions.

I think that server admins and bots (with adnin or a new special permission) should be able to send DM to members even if they have DMs disabled. Why? Because sometimes its important. If you dont want to talk to a person you can block him, but sometimes speak to someone in DM  is necessary. If you dont like it you can leave the server.

    Yeah this is an absolute no from me.
    User privacy settings exist for a reason, those should never be overridden unless the user wants them to be.

    If they have their DMs disabled & you need to spread important information, tag them in a mutual server.
