"Hide" option for Moderators in VC

Add a role setting that allows members with the role to join voice channels silently. All too often any activity that goes against server rules or ToS stops the second a moderator enters the channel.

    People that joined voice without an indication should not be able to talk as it has a huge privacy implication.
