Add permission that will allow user or admin use an animated emoji only on server without Nitro

I have a server, but not a Nitro Booster. I need to check, how animated emojis looks like in my servers chat, but I cannot. I wanna Discord developers to add a switchable permission for some roles or only admin to use them only in server. If somebody want to use animated emojis without role or on other server/outside chats, they must have Nitro for this.
