Democracy mode - Suggestion

This is a global idea, but I am still going to suggest it.
Democracy mode for public servers would be cool, by democracy mode i mean "users vote on major actions and noone is superior".

  Some bots already provided an option to raise a poll. Users can too by using reactions.
