Make Purging a Server Owner Specific Feature

I've seen so many server staff or raiders destroy servers using this feature. Having it under the kick permission is a huge security breach as that permission is commonly granted to lower level staff. I believe it would be more appropriate to grant that feature exclusively for server owners or users with administration perms. 

Additionally, a feature to stop/pause an on going purge may be useful
