Feature request: Server customised theme

Ability to change color theme on a server, background color, chat color, etc. 
This would be a cool way to add uniqueness to a server/community and or could be used to celebrate speicifc seasons (christmas, haloween).

This ofc shouldn't be forced and should be optional in the settings.

  Already asked in API→True server plugins, which will enable seamless theming.
