Moving an Owner and same role enable/disable

So i want the admins to be able to move everyone except for other admins and the owner but that seems not possible. I removed every permission on the role and just gave them the ability to move and they were able to move an owner than. For so many permissions like kick or ban they can´t do it to people with the same role or higher but for moving this seems not to be the case.

If there is a way i´m thankful to know.
