Managing role has no sense
Let's say I created a role called "moderators" with permission "manage roles". Now people with role moderator are able to give someone else role which is lower than moderator so they can't assing someone else to "moderator" role. BUT now moderator is able to create a new role with very the same permissions as the "moderator" role has and then give it to somebody so the new guy will have the same permissions as moderator but role will have different name.
In shorter version: you can't give someone else same role as yours BUT you can create new role with the same permissions and then give it to someone else.
For me that's a huge nonsense and mistake.

This doesnt work. I just tested it and the User with the Manage roles perms cant give any perms that cause damage. (i.e. admin, ban/kick mute, etc...) These perms are not able to be allowed by the user creating the new role.

There's always the option to not give the mods that "Manage Roles" permission. I don't give my mods that permission and told them to use bots.
