More emoji options

So this is kind of a culmination of a few different ideas that I think would be really good with regards to emojis.

Making emojis only available to certain roles

Sometimes emojis are just inside jokes, or they have some sort of worth to them, and you don't want everyone to be able to use them. Adding an emoji permissions section or the same thing for each role, would mean that people could give emojis as a bonus for roles, and choose specifically who can use each emoji!

Toggling global usage

Sometimes people just want to have their own custom emojis set to their own servers, without them being used elsewhere. Obviously this isn't always the case, and probably isn't even the case for all the emojis that each person has, but say I have 5 emojis on my server but one of them I don't want people to use elsewhere, that should be a feature that can be toggled on and off!

Making the emoji settings page work the same as the role settings page would allow admins/mods to edit all of this information without having to change all that much.
