Channel for Applications that @everyone cant read

I want the ability to have an application text chat where you are able to have mods/admin access to view all messages in the channel, but other specified roles and @everyone can only read the messages they send to the chat, not anyone else's messages. Basically have it so mods are able to read everyone's messages, but other roles can only read their own messages. If you can also make it so that Mods messages are able to be viewed by everyone, that would be good too even though that is more difficult.
