Move "Clear Role Permissions" and "Delete [role]" to the top

It is annoying if you create a bunch of roles that you want to have no permissions and you have to keep scrolling up and down to clear their permissions and edit next ones.

    Instead of having the buttons at the end, move them next to the permission checkboxes and make them static so scrolling won't affect them like the X button.
