Add option to disable notifications from users

I speak in a way that will send alot of the notification noises, and that can be annoying for others who may need the notificaiton for important notices like server maintenance, updates, etc.

So why not just right click a user and an option called "Mute user notifications" which means you can block out notifications from a user but still listen to other notifications, instead of having to mute a server or channel
