Separate "Use External Emojis" to Twitch emotes and Discord ones

Twitch Emotes are moderated and vetted by the staff at twitch.tv, so they are very likely to be SFW and not be stolen. Discord emojis can be uploaded freely and without moderation, which leads some server owners to disable the "Use External Emojis" permission, even though they would rather allow the moderated, Twitch emotes and only disable the use of unmoderated Discord emojis.

Please separate the permission so that "verified" emotes such as those from linking to a Twitch subscription can be allowed while simultaneously disallowing external emojis that have not been verified.
