Toggle rate limit on/off in channels and for roles

Hi, I make a Discord game which relies on spam. "Entering the chill zone" continously annoys my players. Outside of preventing spamming, what is the reason for the rate limit? Could it possible to have this feature be turned on/off by server admins in the future? Thanks.
