Ability to grant IP ban exception.

Because of dynamic IP ,the IP that a banned user had used in the past can end up being the IP of innocent people. Currently there is no way to unban the ip-banned user since there is no way to know who used the IP in the past. Also even if you know who used the IP in the past, doing so will also unban the user that should be banned,which is not something wanted.
