Separating @everyone and @here permissions from permission to ping all roles

Right now in Discord if you want certain roles to be able to ping other roles they also get to ping @everyone and @here. This needs to be separated into 2 options. Permission to ping @everyone and @here and permission to ping unmentionable roles. I have trolls joining my server and pinging certain roles and if I only give a certain role permission to ping that role then they will also have access to @everyone which is equally as abusable.

    This would be a good idea, and as the fundamental features seem to be there it should be easy to separate.
