Server Management options - Grouping roles and categories for consolidated permissions maintenance

It is a serious pain to rework permissions systems to retroactively add features like verification. I propose to fix that by letting permissions to be grouped in folders so that permissions can be added to all at the same time, and by allowing categories to be grouped in invisible folders so that permissions can be edited swiftly and easily.
