Add a permission for whether hyperlink markdown should be allowed

Discord doesn't allow users to use the markdown hyperlink formatting. This is likely so that users cannot send links disguised as something else. My suggestion is to make the ability to use that formatting into a permission controllable by the server owners, just like the ability to send links at all. Then there will be security for those who want it, but servers who trust their users can allow that feature, cutting down on the amount of long links in chat.
