Text channel visibility and readness

I think it should be an option to make a text channel visible to others, but they can't read the messages. I am trying to set it on my server, but I can't do it. And also, what's the purpose of "Read message history" if they can read the messages?

    Read message history will let you see previously sent messages. You can't have a system where users can see the existence of a channel but not read the messages, that could be a feature.
