Admins can moderate a User's use of Mentions

Our server has a number of roles that can be mentioned in order to set up games, but if a user abuses the mention I have no other recourse than kicking them from the server. Give Admins a moderation tool to prevent a specific user from being able to use a specific Mention or prevent all Mentions from that user for a given period of time, or until an Admin turns back on the ability.
