The change is to deter thing like member counter channels and updating the topic for things like server status or counting, doing this would be counterintuitive

I don't understand what the issue is with updating the topic for things like server statuses? It's a very good place to provide information for the server and is a quick and easy place to glance back at for small updates like that.

Any requests that hits Discord can make the load on their servers, they want to minimize them to lessen server loads from things like that, which could be provided or viewed through other methods (ex, if the server has a bot, set the status, or server info commands on most bots). This is all mainly aimed at abusers, just like the changes to their banning policies and such. There are massive servers out there that updated on every member join, which could be anywhere between 1 every hour, to 1 every 3 seconds. There's the few bad apples that are spoiling the entire bunch, blame them and yell at them for ruining it for everyone.

Which is why I agree there definitely should be a limit - but why is this particular limit so big? One per minute doesn't seem excessively big, and there's a variety of other things in Discord that has a limit approximately this size? Don't get me wrong, I totally see your point and understand where you're coming from (hell, I've been here since the beginning and got to experience some of these bad apples first hand), but I think 2 per 10 minutes is a little ridiculous. With a limit of 1 per minute, it'd keep a reasonably useable and helpful experience for information, but still prevent things like updating it every 3 seconds.

It seems especially crazy when, say, updating a user's presence can be done every 15 seconds...

The presence update thing is actually a lot less limiting than that, on the docs:
Clients may only update their game status 5 times per 20 seconds.

    [link to the relative area]

A smaller timeframe of limiting would be nice, or just a thing that lists the member count of the server in the actual client but we all know Discord doesn't listen to feedback well so that won't happen.

Now the fact they don't listen to feedback is at least one thing we can agree on haha. But yeah, even 5 times per 20 seconds is far more than this topic updating, 2 times per 10 minutes versus 5 times per 20 seconds.... and it's all just text in the end lol
