server birthday feature

I'm thinking about a feature that basically enables a message on servers, which congratulates them for having joined for a year, two years, etc.

Since this might as well lead to huge spam waves on bigger servers there should be the following options:

1. The servers admins can disable this feature.
2. This feature should be able to be made role exclusive.
3. An inactivity restriction: If a user wasn't active on the server in the last month they won't get a message.
