Revisiting Avatar Changing Limitations

I think its kind of ridiculous that this has been a problem for two years and there still hasn't been any changes. Please consider one of the follow changes to improve overall user experience.

Options:

• Reduce lockout time from 10 minutes to 5 or 3 minutes.
• Allow more attempts before the 10 minute lockout. At least 5 attempts.
• Keep the current limits but change the cropping menu to be circular to mimic the shape of profile icons. Additionally, provide a preview of the icon when small before confirming changes.
