Server administration keys

It would be OPTIONAL that the server owner can activate. Basically, he would hand these keys over to trusted members, so they would have access to everything on the server even without the ownership. For example: the owner of the server gave the key to 5 friends, and one day these 5 people decided to ban another administrator, for them to ban without needing the ownership of the server, at least 3 keys must be "activated".
Another example: if the owner wants to delete the server, he now needs confirmation from 3 members who have the key.
A few more explanations: even with the keys, the server owner will still have greater power. Example: there are 5 people with the key, and the owner of the server, in a vote to remove the key from one of those 5 people, let's say that 3 have voted YES and 2 have voted NO, the YES vote will win by being the majority, but if the person in possession of the server voted NO, her vote will be worth more, for example it will be worth 2 votes, then NO will have the "majority" of votes.

It would be something totally optional and that to deliver the key there would have to be some confirmation step (not to give a key due to a missclick).
