User Controls like Mute/Deafen should honor Rank

I'm noticing that ranks in my server have the ability to mute/deafen me, the server owner, even without the Administrative permission. I'll embed a picture below to show this. My goal is to give Trainers the ability to control ranks below them, but they should not be able to control ranks above them such as Commanders. Similarly, the Dragon rank should be able to control all ranks below and not have any rank below Dragon affect it in terms of at least mute/deafen to ensure proper moderation of a server.
