Option to disable use of external stickers

Hello! What I am suggesting basically is this

but with stickers as an option for server/channel management as they can get quite spammy and clog the channel. Just thinking it would be a reasonable addition considering disabling external emoji is already a thing.

  +1! Stickers are bigger emojis, this should be implimented.
