Permission elevated due to higher role

I have moderator role on server with yellow color and wanted to give one moderator a new role without additional permissions but new color.

Now issue is because of this new role, particular moderator is able to remove moderator role of other moderators even though new role doesn't have "manage roles" permissions. I was expecting that moderator will be able to manage only roles below "moderator" role. Is there way to give new color role without elevating permissions?

    Don’t give mods a color. Then create a role just below mods (say modyellow) with no perms and the color and then another role just below (modred) for the new mod. I believe that should do it. Please let me know.

    ya I thought of that, it will work just didn't want to create extra role to achieve it. Thanks
