Change Manage Role Permissions

There should be 2 different options for enabling role management. Currently this allows people with this access to add, remove, and edit roles for both users and the server. There should be another option to just allow them to add and remove roles from users and not manage the server roles themselves. Otherwise, staff have to manage roles using bot commands instead of being able to right-click to change a user's role.
