auto Soft Lock user after xx bans/reports

Auto soft locking a user after xx bans or xx reports from users on discord. This lets the user know that he/she is not able to send anything nor able to join a new discord or making a new discord server. 

instead, the user has to contact support in order to remove his soft lock, in the meanwhile, the team from support can look into the stuff he has done that's been reported. If it's bad, he is a goner.
