Ability to manage GIFs

Hi,

As a servers owner and moderator I would like to suggest the ability to manage GIFs:
● enable / disable
▸ globally on the server
▸ for a channel
▸ for a role
▸ for a specific user
● enable / disable NSFW GIFs
