Ability to Mute Text-Channels on Server for Everyone (As Admin)

I have a server, I would love to have the ability to mute text-channel notifications server-wide (like the @everything vs @mention option, that doesn't really seem to work, even with @mention setting, people get notifications with regular messages in text-channels).

This way, people who don't know how to mute channels wouldn't be bombarded with notification-pings that aren't specifically for them.
