[FEATURE REQUEST] Globally Disable DMs (Prevent DM Advertising)

I think Discord should add the ability for a server owner to disable DMs for the user's who are not on each other's friends list basically the same exact thing in users' privacy settings but a server owner can control it for everyone. This is because people will advertise and post malicious links in our DMs. Sure we could report it but the damage is already done! If Discord added this, man this would be awesome.
