Make it take time to change email with an alert

Ive known a few people who have had their discord account hacked and their recovery email changed so that they cannot be recovered. I think that it should take some amount of time for recovery emails to change, maybe a week, in case the account got hacked. Additionally, I think that the user should be notified about it at all times before those changes take effect (perhaps with one of those banner alerts used to tell people to get out to vote on November 3rd).
