create online schedule for server

I don't like my friend always active at the midnight he ping @everyone to play with him, i already told him to stop but he don't care at all. So can you make a feature to schedule online server soo, (im sorry im bad at english) i set for the active time from the morning like 7:00 am (morning in indonesia) and then i set it to 21:00 pm (midnight at indonesia) so all members cannot send or do anything. Understand?
