after someone got banned from discord to where does their ownership go?

im planning to report someone from discord because they are 12 or younger and you need to be 13 to use discord so i was wondering if that person is banned to who does the ownership of the server they are owner of go? 

does it go to the person with the most perms or does it get randomly chosen?
