Auto-Join new threads channel permission

Currently, threads can be awkward to moderate as it is not always obvious a new thread has been created while you were away.

My suggestion is a channel permission: Auto-Join new threads.

Any role with the auto-join new threads permission will automatically join new threads created in that channel. This allows maximum customizability, as server owners can set roles (e.g. moderator roles) to automatically join new threads on a channel by channel basis, or set it up so everyone joins, or only set certain people to auto-join.

It would also be useful to have a user level option in addition to this, allowing users to set an override for this to choose if they want to auto-join new threads even without that permission, or if they would rather opt out of new threads.
