Community Server Engagement Rewards

Basically this would be a built-in leveling system similar to how bots like MEE6 and others currently do it. Obviously it can't and shouldn't be as extensive as existing bot solutions, but rather be the building blocks for those bots going forward. This would essentially allow server owners to have a leveling system that has some ways to gain experience points built in but also allows every bot to contribute to instead of each having their own leveling system for server members.
