Add an option to be able to click "Interested" on events after they've started

Sorry if this is the wrong place to suggest this, I thought it fit best under the "server management" section.

I think that events should have a toggle-able option to show that you're interested after it's started. Or at the very least, let us add reactions to an event as an alternative, with the toggle-able permission to add new reactions (ideally set to disabled by default).
