Issue managing other mods or assistant but can manage any regular member

I'm a moderator and I don't know why I can't manage user profile for other mods or assistant but I can manage any regular member. I've check with other mods (same level perm as me) and it seem like it's only me having this issue. The issue is the same when I'm on PC or Mobile. Can someone help me fix this? Thank you!
