Add text channel permission to make it so you cannot see messages from any other user

This feature more acts in addition to the Read Message History permission. Disabling the current permission does make it so messages eventually disappear, but what would be really convenient is if there was a feature to make it so a user cannot see any anybody else's messages in the first place.
